Under the general direction of the Section Chief (Staff Services Manager II) of the Climate Investments Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Specialist (HCDS II)  is independently responsible for conducting complex research, development of program policy recommendations, drafting program guidelines, preparing complex Notices of Funding Availability (NOFA), funding applications, and other program materials, and analysis of programmatic and housing data within state funded affordable housing and infrastructure funding programs. The HCDS II serves as a subject-matter expert resource to staff, working collaboratively in the unit to lead program design and implementation efforts.

HCD Disclosure Requirements
Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong analytical, communication and organizational skills.
  • Knowledge of general housing trends and basic finance principles.
  • Knowledge and practical experience with affordable housing underwriting, NOFA’s, application review, processes and procedures, and loan closing documents involved in real property transactions.
  • Experience with analysis of legislation, statute and guidelines.
  • Ability to effectively deal with governmental agencies and private sector organizations.
  • Public speaking skills and experience in conducting training seminars.
  • Experience providing training using various formats.
  • Experience completing research for data and reporting requests.
  • Competency with Microsoft Office (Word, Excel, Access), use of various software, database systems and technology.
  • Experience working in an HCD Rep II classification or higher, or it’s equivalency.
  • Strong project management skills and or relevant experience.

Statement of Qualifications

  2. Describe your experience conducting research, collecting, and analyzing programmatic and housing data to create reporting, training documents, and project management tools. Describe specific documents, presentations, or trainings you have drafted, conducted, and/or authored.
