Description Plumbing Inspector Examples of Duties (Merger of Code Enforcement Inspector/Plumbing I, II, III and Plumbing Inspector) Under the supervision of the Commissioner of Code Enforcement, makes inspections of residential and commercial buildings and structures for the purposes of ensuring compliance with laws, ordinances, rules, and regulations relating to the design, installation, maintenance, alteration, repair, relocation, replacement, addition to, use, and inspection of Plumbing systems within buildings. Performs related duties as required that pertain to enforcement of the Cleveland Housing, Cleveland Building Code, Ohio Building Code, Residential Code of Ohio, and the Ohio Plumbing Code.
Minimum Qualifications (Note: This classification utilizes the working titles of Plumbing Inspector I, II, III, or IV depending on certifications held and examinations passed. Also, employees must be in each level at least one year before going on to the next level. A High School Diploma or GED is required. ONE of the following is required: (1) The equivalent of at least seven years' of full time paid experience in the installation of plumbing subject to inspection under a model building code adopted for non-residential buildings or structures and within the scope of groups regulated by the rules of the board; (2) A Bachelor's Degree from an accredited four year college or university in Engineering or Architecture and three years of full time paid experience in plumbing system design; OR (3) Successful completion of a trainee program pursuant to 103.3.9. A valid State of Ohio Driver's License is required. With exception for Plumbing Inspector I where Interim Certifications are required, State of Ohio Board of Building Standards (OBBS) certification as a Plumbing Inspector and OBBS Certification as a Residential Plumbing Inspector are required and must be maintained throughout employment.
PLUMBING INSPECTOR I - An OBBS Interim Certification as a Plumbing Inspector and an OBBS Interim Certification as a Residential Plumbing Inspector are required, full certifications are preferred.
PLUMBING INSPECTOR II - In addition to the above, must have passed the P3 Plumbing Plans Examiner examination through the International Code Council (ICC) per the inspector incentive schedule OR the 5C Plumbing Plan Review through the National Certification Program for Construction Code Inspectors (NCPCCI).
PLUMBING INSPECTOR III - Must have passed the B-1 Residential Building Inspector examination through ICC per the inspector incentive schedule OR the 1A Building One- and Two-Family Dwelling through the NCPCCI.
PLUMBING INSPECTOR IV - must have passed the B-2 Commercial Building Inspector examination through the ICC per the inspector incentive schedule OR the 1B Building General examination through the NCPCCI.
Supplemental Information The equivalent of at least seven years' of full time paid experience in the installation of plumbing subject to inspection under a model building code adopted for non-residential buildings or structures and within the scope of groups regulated by the rules of the board.
