Research Data Analyst 3 Job Summary #CA-SS
This part-time variable contract position serves as an Evaluation Research Specialist for an Evaluation Center and is funded by the California Department of Public Health (CDPH) Tobacco Control Program. The Evaluation Research Specialist will work with a team of other evaluation specialists to perform evaluation research tasks including developing data collection instruments, creating online tracking systems, and collecting/analyzing/interpreting data for multiple clients that service over 100 local health departments in California.
The incumbent designs evaluation plans, conducts evaluation research activities, performs statistical analyses, provides training/technical support, presents project findings in local and national venues, and develops written technical reports. This position reports to the Program Manager of the Evaluation Center.

Minimum Qualifications - Bachelor's degree in related area and / or equivalent experience / training.
- Experience working in priority populations such as American Indian, African American/ Black, LGBTQ, Asian Pacific Islander, Hispanic/ Latino, Low SES, etc.
- Experience in training and development, culturally competent trainings, and facilitation.
- Demonstrated experience formulating and conducting research or evaluation studies, data collection approaches and analytical strategies.
- Demonstrated experience analyzing data, producing graphs and tables, managing datasets and creating PowerPoint presentations.
- Experience with adult and young adult education and training principles and methodologies.
- Demonstrated experience providing both in-person and web-based trainings.
- Project management skills and experience to plan and coordinate multiple projects and activities.
- Strong analytical skills for interpreting quantitative and qualitative data and policy language.
- Expertise in analyzing and writing technical professional research and evaluation materials.
- Excellent writing, editing and presentation skills.
- Database management and development experience for the purpose of public policy.
- Demonstrated expertise in translating evaluation theory into digestible chunks and practical strategies.
- Ability to work independently with minimal supervision, and to manage multiple tasks simultaneously.
- Ability to lead and work within teams.
- Ability and willingness to travel as needed to fulfill the requirements of the project and the position.
- Ability to complete projects in a timely manner.
- Ability to effectively collaborate and communicate with a wide range of stakeholders.
- Excellent oral and written communication skills.
- Strong proficiency with programs in Microsoft Office, especially Excel, Word, Access and PowerPoint.
- Sound organizational logic and attention to detail with ability to manage many moving parts.
Preferred Qualifications - Prior educational background in public health, evaluation, business, social science, or a related field is preferred.
